‘‘चरित्र निर्माण और व्यक्तित्व के समग्र विकास” की शिक्षा की ओर आगे बढ़ते कदम – अतुल कोठारी

वर्ष 2007 मार्च से शिक्षा बचाओ आन्दोलन द्वारा यौन (सैक्स) शिक्षा के विरूध्द में आन्दोलन छेड़ा गया था। जून-2007 में केन्द्र सरकार ने इसको लागू किया। जुलाई 2007 दिल्ली के मावलंकर हाल में आयोजित राष्ट्रीय सम्मेलन में देश के विभिन्न सम्प्रदायों के प्रमुखों सहित 28 संस्थाओं के प्रतिनिधि तथा विभिन्न राजनीतिक पक्षों के नेता सम्मितल हुए। दिसम्बर 2007 में राष्ट्रीय एड्स नियंत्रण संगठन ने यौन शिक्षा के पाठयक्रम हेतु 6 लोगों की समिति का गठन किया। फरवरी 2008 में केन्द्र सरकार के मानव संसाधन विकास मंत्री ने भी हम यह पाठयक्रम नहीं पढ़ाना चाहते कहते हुए अपने पैर वापस खीचें। 17 मार्च 2007 को अपने द्वारा राज्यसभा की याचिका (पेटिशन) समिति को याचिका दी गई। याचिका समिति ने देश के सात बड़े महानगरों में सुनवाई की उसमें उनको 40 हजार से अधिक ज्ञापन प्राप्त हुए। शिक्षा बचाओ आन्दोलन के द्वारा भी 4 लाख 15 हजार हस्ताक्षर युक्त आवेदन पत्र दिया गया। 21, 22 फरवरी 2009 को यौन शिक्षा के विकल्प हेतु पूणे (महाराष्ट्र) में राष्ट्रीय स्तर का परिसंवाद शिक्षा संस्कृति उत्थान न्यास द्वारा आयोजित किया गया। परिसंवाद के अंत में विकल्प का एक प्रारूप बना तथा पाठयक्रम समिति का गठन किया गया। 2 अप्रैल 2009 को राज्यसभा की पेटिशन समिति ने अपनी रिपोर्ट राज्यसभा के सभापति एवं देश के उपराष्ट्रपति को सुप्रत किया उन्होंने रिपोर्ट पर अपने हस्ताक्षर किये। 9 जून  2009 कों रिपोर्ट राज्यसभा के पटल पर रखी गई।

पेटिशन समिति में कई पक्षों के सांसद थे। सबने सर्वसम्मति से रिपोर्ट पारित किया जिसमें उन्होंने कहा कि यौन शिक्षा के बदले ”चरित्र निर्माण एवं व्यक्तित्व के विकास” की शिक्षा दी जाए।

अपने द्वारा गठित पाठयक्रम समिति ने संसद की समिति के रिपोर्ट एवं पूणे परिसंवाद के विकल्प के प्रारूप के आधार पर अगस्त 2009 में देश के समक्ष ‘‘चरित्र निर्माण एवं व्यक्तित्व के समग्र विकास” का प्रस्तावित पाठयक्रम प्रस्तुत किया। इस पाठयक्रम पर चर्चा हेतु निम्नप्रकार से देशभर में छ: परिसंवादों का आयोजन हुआ।

इन परिसंवादों में विभिन्न सामाजिक एवं शैक्षिक संस्थाओं के अधिकारी, विद्यालयों के प्रबंधक, शिक्षक, अभिभावक और छात्रों की सहभागिता रही। परिसंवादों में आने वाले सभी प्रतिभागीयों को पूर्व से पाठयक्रम की पुस्तक उपलब्ध कराने का प्रयास किया गया था, अपेक्षा की गई थी कि आनेवाले प्रतिभागी पाठयक्रम का अध्ययन करके सुझाव लेकर आए। इस प्रयास में अच्छी सफलता भी मिली। इन परिसंवादों से आए सुझावों को लेकर दिनांक 1 नवम्बर 2009 को पाठयक्रम समिति की बैठक कर्णावती (अमदाबाद) में सम्पन्न हुई। जिसमें सारे सुझावों पर विचार करते हुए आवश्यक सुझावों को सम्मिलत करके दिसम्बर अंत तक पाठयक्रम की एक नई पुस्तक तैयार की जाएगी। इसके साथ ही इस पाठयक्रम को सरकारी एवं निजी स्तर पर स्वीकार्यता प्राप्त हो इस हेतु भी प्रयास किया जा रहा है। अभी तक हिमाचल प्रदेश एवं पंजाब के मुख्यमंत्रियों ने यौन शिक्षा के बदले ”योग शिक्षा” लागू करने की घोषणा की है। इस प्रकार उत्तार प्रदेश सरकार ने सैक्स एज्युकेशन के बदले ”हैल्थ एज्यूकेशन” लागू करने की घोषणा की है। मध्यप्रदेश एवं छत्ताीसगढ़ सरकार के शिक्षा मंत्रियों ने नये पाठयक्रम को लागू करने का आश्वासन दिया है। यह पाठयक्रम तैयार होने के बाद प्रयोग के तौर पर कुछ निजी विद्यालयों को चिन्हृित करते हुए वहां समग्रता से प्रयोग करने भी योजना बनाई जा रही है। साथ ही देश में ”चरित्र निर्माण एवं व्यक्तित्व के समग्र विकास” की शिक्षा हेतु एक केन्द्र की स्थापना की योजना भी है।

Stepping towards the education of character building and total personality development

A campaign against sex education was started by Shiksha Bachao Andolan in March 2007. It was implemented by the Central Govt. in June 2007. Representatives of different sects including 28 institutions and leaders of political parties participated in the National conference organized at Mavlankar Hall.

National AIDS Control Organization framed a committee of six persons for sex educations in December 2007.

In February 2008 Central Human Resources Development Minister also withdrew his steps saying “We don’t want to teach this syllabus On March 17 a petition was filed with the petition committee of Rajya Sabha. Petition committee establish seven benches for hearing in seven metropolitan cities of the country, they received more than forty thousand memoranda. An application with four lakhs and fifteen thousand signatures was submitted by Shiksh Bachao Andolan also.

On 21st &22nd February a national level symposium was organized in Pune in order to present Serch an alternative of the sex Education.

In the end of symposiums a draft of an alternative was prepared and a syllabus committee was declared On 2nd April 2009 Rajya Sabha petition committee submitted its report to the Chair person of Rajya Sabha and he signed it.

Petition committee had members of parliament of different parties. They all suggested that the education of character formation and personality development should he imparted to the students as a substitute of sex education.

The proposed syllabus of character building and personality development was presented before the nation by our syllabus committee in August 2009 on the basis recommendation by parliamentary committee at Pune symposium.

In the country six symposiums were organized for discussion on this syllabus

Officers of different social and educational institutions managers of schools, teachers, guardians and students took part in these symposiums (symposia).

In these symposiums syllabus books were made available to the participants and it was expected that they will study the books and give some suggestions. This effort was very successful. Collecting the suggestions of these symposiums a meeting of syllabus committee was held in Karnawati on dated 1.11.09. After considering on all the suggestions at length there certain were amend meetings new book of syllabus will be published by the end of December. Simultaneously an effort is also being made so that the syllabus may be accepted both by govt. and private institutions.  By now the chief Minister of Punjab and Himachal Pardesh has declared to start Yoga education in place of sex education. The education Ministers of M.P. and Chhatishgarh have assured to implement the new syllabus. When the syllabus will be ready we shall in two duce this in selected schools of the Country. In addition to this there is a plan to establish a centre for the education of character building and Personality Development.
